关于学生性别自择致温哥华学务委员的公开信

温哥华教育局将会就已有十年历史的政策进行修订,草案包括为跨性别学生提供更佳支持。消息传后,持传统价值观的家长普遍表示反对,但有本地跨性别权益倡导人士对教育局的做法表示欢迎。

代表学区各族裔众多家长,日前发出公开信,对于该草案对学生及社会的影响,发表了他们的看法,认为“修改条例有严重纰漏,和现行的医疗及精神心理学相矛盾和抵触”。以下是公开信全文:

关于性别倾向和性别身份条例及执行措施条例(ACB and ACB R-1)


致温哥华教育局学务委员的公开信


作为一名家长和罗宾中学家长委员会的主席,我写信给各位。对于性别倾向和性别身份条例及执行措施修改条例(ACB and ACB R-1) (以下简称“修改条例”),罗宾中学及其他学校诸多家长反应强烈,经过与很多家长,以及其他学校诸多家长沟通交谈,我认为这是温哥华学区大部份家长普遍关心的问题。

修改条例有严重纰漏,和现行的医疗及精神心理学相矛盾和抵触

这封公开信后附带详细说明,阐述分析此修改条例的纰漏及不应颁布实施的原因。简而言之,

1. 修改条例的人欠缺医疗,法律,精神科和心理学的专业知识。亦没有根据专业资料作出修改。

2. 修改条例的G部份,与现行医疗组织广泛接受的做法相矛盾和抵触。这些权威机构包括国际卫生组织(WHO),全美精神科协会 (APA),内分泌研究协会,全美儿童青少年精神科学院和世界性别变异人士健康协会 (WPATH)。

3.修改条例对学校体制内的青少年和他们的家庭,有长远的永久性伤害。应该谘询专业人仕,和受影响的学生和家长。

我代表所接触到的家长和他们所认识的家长,以及诸多受此修改条例影响却不知内情的家长,提出正式要求:

1.推迟议决修改条例的日期,可以广泛谘询专业人士,教师,学生和家长。

或者

2. 在二零一四年五月二十日投反对票,否决修改条例议桉,再成立新的委员会进行广泛谘询工作。

毫无疑问,反对骚扰和欺凌条例是必要的,我同意对性别上有某种程度上障碍的人士应加强了解,尊重,和包容。然而,任何的条列要有法律,医学和精神科的依据。

在徵询医学节人士和家长的意见之前,温哥华教育局2004年的条例依然有效。各位学务委员对于在校学童负有保护的重任,而不是让他们就此成为社会试验品,对他们的未来产生长期的负面影响。

为此,我敦促各位推迟议决修改条例的日期,详尽徵求医学界人士意见。修改条例应当体现目前医学上和精神健康学科的最佳做法。

Dear VSB Trustees,


I am writing in regard to the above-mentioned Policy. As a parent, I am surprised that

I was not made aware of the draft of the Policy until very recently. I have never received

any notice from my child’s school nor heard about any consultation that parents could

be involved in.


None of the parents from other schools in the Vancouver School District that I have

spoken to were informed about the draft policy either. As primary caregiver, I am

gravely concerned about this policy, which may deeply affect the well‐\being of my child

and all children, including trans‐\gendered children. Parents and health care

professionals, particularly medical doctors and psychiatrists, need time to consider the

policy and give input on whether this is the best policy to address the concerns of

transgendered children and their families, and all the children and families in the

Vancouver School District. Any policy imposed must be clearly and unequivocally in the

best interest of all children in the Vancouver School District.


I therefore urge you to postpone the vote on the Policy until after necessary and proper

consultation has taken place with medical and health care professionals, teachers,

parents and students. Should you decide to proceed with the vote on May 20, 2014, I

urge you to vote against the Policy and appoint a new committee to embark upon a proper

consultation process.
