上週五，美國司法部向聯邦準備理事會送達了大陪審團傳票，威脅就我去年六月在參議院銀行委員會的證詞提出刑事起訴。該次證詞部分內容涉及聯準會一項為期多年的歷史建築整修計畫。

我對法治與民主制度中的問責原則抱持最深的尊重。沒有任何人, 當然也包括聯準會主席, 能凌駕於法律之上。然而，這項前所未有的行動，必須放在本屆政府持續施壓與威脅的整體背景下來理解。

這次新的威脅，並不是關於我去年六月的證詞，也不是關於聯準會大樓的整修工程。它也不是關於國會的監督權限；聯準會已透過證詞與其他公開揭露，盡力向國會說明整修計畫的相關情況。這些都只是藉口。

刑事指控的威脅，真正的原因在於：聯準會依據我們對經濟狀況與公共利益的最佳專業判斷來設定利率，而不是依循總統的偏好。

這關乎的是，聯準會是否仍能基於證據與經濟條件來制定貨幣政策；或者，貨幣政策是否將被政治壓力或恐嚇所主導。

我曾在四屆不同的政府之下服務於聯準會，橫跨共和黨與民主黨政府。在每一次任期中，我都未曾因政治立場而有所畏懼或偏袒，而是始終專注於我們的法定使命: 物價穩定與充分就業。

公共服務有時意味著，必須在威脅之下仍然堅守立場。我將持續以誠信，並以服務美國人民為唯一目標，履行我經參議院確認的職責。

Statement from Federal Reserve Chair Jerome H. Powell — January 11, 2026

Good evening.

On Friday, the Department of Justice served the Federal Reserve with grand jury subpoenas, threatening a criminal indictment related to my testimony before the Senate Banking Committee last June. That testimony concerned in part a multi-year project to renovate historic Federal Reserve office buildings.

I have deep respect for the rule of law and for accountability in our democracy. No one—certainly not the chair of the Federal Reserve—is above the law. But this unprecedented action should be seen in the broader context of the administration’s threats and ongoing pressure.

This new threat is not about my testimony last June or about the renovation of the Federal Reserve buildings. It is not about Congress’s oversight role; the Fed through testimony and other public disclosures made every effort to keep Congress informed about the renovation project. Those are pretexts. The threat of criminal charges is a consequence of the Federal Reserve setting interest rates based on our best assessment of what will serve the public, rather than following the preferences of the President.

This is about whether the Fed will be able to continue to set interest rates based on evidence and economic conditions—or whether instead monetary policy will be directed by political pressure or intimidation.

I have served at the Federal Reserve under four administrations, Republicans and Democrats alike. In every case, I have carried out my duties without political fear or favor, focused solely on our mandate of price stability and maximum employment. Public service sometimes requires standing firm in the face of threats. I will continue to do the job the Senate confirmed me to do, with integrity and a commitment to serving the American people.
