摘要：1978年中美建交前夕，中国在经历十年文革摧残后面临巨大的科技与教育断层。中国领导人邓小平打破冷战外交对等常规，主动提出向美国大规模派遣留学生。这一地缘政治总开关的开启，拉开了近半个世纪以来人类历史上规模最宏大的人才流动序幕。然而，由于当时两国间巨大的经济与科研环境鸿沟，1980年代中后期留美群体出现了陡峭的“滞留高潮”，并引发了美国《1992年中国学生保护法案》的出台与中国公共政策的剧烈震荡。本文通过梳理建交初期至2026年前后的宏观历史与最新教育部数据，深入分析中美两国在法律、签证及行政管理层面的制度博弈。同时，全面展现中国公派留学管理体制从早期的“硬性行政围堵”向现代“国家留学基金委（CSC）契约化管理”的理性转型，并结合最新地缘政治演变与跨世纪“海归潮”对这一历史现象进行深度学术反思。关键词：改革开放; 赴美留学; 学成滞归; CSPA法案; 国家留学基金委（CSC）; 契约化管理; 10043号总统令; 海归大潮 Abstract: On the eve of the normalization of Sino-US diplomatic relations in 1978, China faced a massive scientific and educational chasm following the decade-long chaos of the Cultural Revolution. Breaking the conventional cold-war diplomatic reciprocity, Chinese leader Deng Xiaoping proactively proposed sending thousands of Chinese students to American universities. This geopolitical catalyst triggered the largest international academic migration in modern history. However, due to the stark economic and scientific disparities between the two nations, an acute "brain drain" emerged in the mid-to-late 1980s, eventually prompting the passage of the US Chinese Student Protection Act of 1992 (CSPA) and causing profound turbulences in China's public policies. By analyzing macro-historical data spanning from the late 1970s up to the latest empirical returns of 2026, this paper examines the institutional friction between Beijing and Washington regarding laws, visas, and administrative measures. Furthermore, it illustrates the rational evolution of China's state-sponsored scholarship administration from rigid administrative deterrence to the contemporary, contract-based framework under the China Scholarship Council (CSC). Finally, the paper reflects on the ongoing geopolitical recalibrations, such as Presidential Proclamation 10043, alongside the massive multi-decadal "reverse brain drain" wave shaping today's global innovation landscape.
